Staten Island Flag Becomes Official – Third NYC Borough To Have Its Own

Editor’s note: At a ceremony at Staten Island’s Historic Richmond Town, the now-official flag of the borough of Staten Island was raised for the first time in this capacity. The ceremony featured speeches by CM Morano, CM Carr, Speaker Menin, and others in attendance. This flag’s design has been the seal for the island since 2017, under fmr. BP Oddo.

A historic morning for Staten Island! 🇺🇸

Today, we raised the official flag of the Borough of Staten Island at Historic Richmond Town for the very first time.

It was a special moment to stand alongside Speaker Julie Menin and my brother in the Staten Island Council Delegation, Minority Leader David Carr, and watch our borough’s flag fly high over a place that has preserved so much of Staten Island’s history.

Getting here was a team effort. I’m grateful to Speaker Menin for embracing this effort, to David for being such a great partner throughout, and to Majority Whip Kamillah Hanks, who couldn’t join us this morning but was an important part of making our flag official. Staten Island pride has always been bipartisan.

A flag may be a symbol, but symbols matter. This one represents our history, our identity, our independence, and the fierce pride Staten Islanders have in the place we call home.

My hope is that this is symbolic of something more, too: a new chapter in which Staten Island is seen, heard and respected by our city government, and our needs get the attention they deserve.

Today, though, we can simply enjoy the moment.

Our borough. Our history. Our home. And now, officially, our flag.

What a great day to be a Staten Islander. 🇺🇸

The Staten Island flag is finally official.

Every element tells a piece of Staten Island’s story, from 1609, the year that Henry Hudson anchored his Half Moon ship near the island’s shores, to 1898, when our city became the five boroughs.

Now, we’re putting that story in a place where everyone can see it – flying high at parades, parks, and government buildings, right along with the city’s flag.

Below is the full text of the bill that passed unanimously, introduced by Staten Island’s newest Councilmember, Frank Morano:

By Council Members Morano, Carr, Hanks, Abreu, Hudson, Menin, Brewer, De La Rosa, Schulman, Ayala, Mealy, Holden, Farías, Ossé, Vernikov, Ariola, Paladino and Marmorato

A Local Law to amend the administrative code of the city of New York, in relation to codifying the official flag of the borough of Staten Island

Be it enacted by the Council as follows:

Section 1. Chapter 1 of title 2 of the administrative code of the city of New York is amended by adding a new section 2-107 to read as follows:

2-107 Official flag; borough of Staten Island. a. The following description is hereby adopted as the description of the official flag of the borough of Staten Island. A cream-colored background with a circular seal in its center. The seal is blue, green, white, and yellow. Within the seal appears a figure of a woman holding a downturned sword in her left hand and a shield in her right hand. The shield bears 2 turtle doves. The woman is looking at a body of water in which there are 2 boats: a large ship, and a small boat carrying 3 figures. These images are set against a sky with clouds, stars, and a crescent moon. Encircling the image on a green background are the words “Staten Island” above the image and “City of New York” below it, along with the dates 1609 and 1898.
