According to the NYC DCP:
City of Yes for Housing Opportunity is a citywide zoning text amendment that would update New York City’s zoning to allow a little more housing in every neighborhood. Major components of the proposal include:
- Lifting arbitrary and costly parking mandates for new residential construction
- Adoption of a Universal Affordability Preference
- Transit-oriented development and Town Center zoning
- Allowing homeowners to add accessory dwelling units (homes like backyard cottages)
If adopted, DCP estimates the proposal would enable as many as 108,850 additional homes over the next 15 years.
The proposal was referred for public review in April, and the majority of New York’s community boards and borough presidents have offered their recommendations in support of the plan. On July 10, CPC held a public hearing with a majority of the attendees testifying in favor of the proposal. The CPC is anticipated to vote on the proposal in September. If approved, it will be considered by the entire City Council before the end of the year.
