CM Kamillah Hanks recently provided an update on her plans for the Waterfront Revitalization project taking place in St. George. Congresswoman Malliotakis also provided an update on restoring the closed Pier 1 on Staten Island, restoring public access to the waterfront pier. Acres of waterfront access on the North Shore
The Staten Island North Shore Action Plan delivers on a vibrant, mixed-use community for Staten Island—the centerpiece being the long-promised, two-mile waterfront esplanade from Stapleton to Tompkinsville to St. George. The $400 million public waterfront investment will create twenty acres of continuous waterfront access.
The waterfront esplanade will create an extraordinary public amenity for Staten Islanders and visitors—on par with Brooklyn Bridge Park and Hudson River Park. It will also have a catalytic impact on private investment, fully unlocking:

NYCEDC and its partners will prioritize local job placement and career pathway opportunities in Staten Island’s North Shore.
In September 2024, NYCEDC broke ground on the public realm elements of the New Stapleton Waterfront site, to continue delivering on the Staten Island North Shore Action Plan. A major component of the Action Plan, the New Stapleton Waterfront is an ongoing initiative to transform a 35-acre former United States Naval base into a new mixed-use community within a framework of open space and esplanades. In total, the New Stapleton Waterfront will bring over 2,100 mixed-income residential units, ground-floor retail, a 600-seat public school, other community facilities, and 12 acres of interconnected public open space.
St. George Waterfront Survey
In June 2025, NYCEDC launched a new planning process for the St. George Waterfront, focusing on Empire Outlets and the former NY Wheel site. Building on the City’s recent work through the North Shore Action Plan, this initiative looks to expand waterfront access, housing, shops, and community spaces on Staten Island’s North Shore. This survey gathers your ideas to shape plans and investments on these two St. George sites, ensuring the community’s needs are front and center.
